Our Board Members

Billie Turner, Board President
Billie is a Registered Nurse, who prior to retirement served in various roles in Catholic Healthcare including Vice President and Chief Nursing Officer of Our Lady of the Way Hospital.
In addition to the St. Vincent Mission Board, Billie serves as Chair of the Finance Council for St. Martha Catholic Church and volunteers with the Floyd County Homeless Shelter. When not involved in community service, she enjoys travel and spending time with her 7 beautiful grandchildren.
Anna Cambron, Vice-President
As CEO/CFO, Anna co-owns Ruggles Sign in Versailles, Kentucky along with her husband, Tim. She has been an active parishioner at St. Leo’s Catholic Church for over 30 years.
Sr. Eileen Schepers, Secretary
I am a Benedictine sister living at Mt. Tabor near Martin, KY. I have lived in Eastern KY since 1978 and it is home to me. I have worked as a teacher and a case manager for individuals with intellectual disabilities for many years and am now retired. I believe the work that St. Vincent Mission does is a huge benefit to the people of this area.
Br. Mike Lonsway, Finance Chair
I grew up in a small town in Northwest Ohio. After graduation in 1964, I joined the Brothers of Charity.  In 1968 I was involved in the start of St. Vincent’s Mission. I served as Mission Director from 1972-1976.  I have been a board member almost from that time. I have held many administrative positions in my years in the Brothers. I am a teacher by training, but have only done that maybe for ten years.
Presently, I am Assistant Director of our residential program for adult men with learning disabilities.
Cheryl Hickman, Board Member

Cheryl Hickman has been a Registered Nurse for 49 years at Pikeville Medical Center, and is currently Senior Vice President. Served on the Mission Staff 1970 through 1974, and then also served on the Board in the 1990’s. She returned to the Mission Board since 2018. She lives in Pikeville, Kentucky with her husband Reggie and has three daughters Sarah (Jason) Taylor of Virgie; Kimberly Hickman Chicago, Illinois; and Elizabeth Hickman of Peabody, Massachusetts.

Steve Ward, Board Member
I am a husband of 28 years, a father to 3 kids and a follower of Christ for 17 years. I am the retired director of the Martin County Health Department. I have been on the board at St. Vincent Mission for 5 years.
Josh Kinzer, Board Member

Joshua Kinzer was born and raised in Allen, Kentucky. He is an attorney with an office in downtown Prestonsburg. He resides in Allen with his wife, Dr. Eilene Kinzer. He’s a member of
the Knights of Columbus and is a parishioner of St. Martha Catholic Church in Prestonsburg. He was the founding President of the Floyd County Homeless Shelter, is a past President of the
Grundy (Va.) Lions Club, and served two terms as an Allen City Commissioner. His family has called Appalachia and Floyd County their home for over 10 generations.

Whitney Bailey, Board Member

Whitney Bailey is the Disaster Response Project Director based in AppalReD Legal Aid’s Prestonsburg office. Whitney is passionate about providing civil legal services to low-income residents of Eastern Kentucky counties impacted by the devastating July 2022 disaster. Whitney is a member of the American Bar Association Young Lawyers Division Disaster Legal Services program, Mountain Association’s Equity Advisory Council, serves as Secretary for the Floyd County Disaster Recovery Coalition, Inc., and is a Board Member for St. Vincent Mission. In her free time, Whitney enjoys spending time with family and friends, attending any kind of race car event, discovering local coffee shops, and watching Netflix. Originally from Lexington, Kentucky, Whitney resides in Knott County with her husband, Ethan, their sassy toddler, Emmy, and wonderful mother-in-law, Sandy.

Brandi Frasure,Board Member
Jimmy Owsley, Board Member

Jimmy Owsley lives in Prestonsburg, KY, with his wife, Kelsey, and their two spoiled cats. Originally from rural Nevada, Eastern Kentucky has been home since 2011, when he first arrived in Floyd County as a volunteer with Christian Appalachian Project. Jimmy now works as a project manager for Mountain Association, supporting local small business & non-profits.
He has a BA (Philosophy) and graduated in 2015 with an MTS (Theological Studies). In temperament, he tends to be mission-driven and task-oriented but has also learned that life isn’t ALL about getting things done; it’s also meant to be enjoyed with those you love. Some random facts: he enjoys hiking, listening to podcasts, and gardening—he also has a love/hate relationship with home improvement projects.
